Days of Siberia and the Arctic Business Forum is taking place from November 7 to 28 in Moscow. The venue for the event is the Federation Council and State Council of the Federal Assembly of the Russian Federation, as well as the Chamber of Commerce and Industry.
Participants are discussing pressing issues and prospects for the development of Siberia and the regions within Russia's Arctic zone. The initiative to establish this annual event in 2022 originated with Soviet and Russian scientist and Arctic and Antarctic researcher Artur Chilingarov.
On November 7, a meeting of the Northern Sea Route Development Section focused on a paradigm shift in strategic planning for the development of the NSR.
“There is no secret that the key documents regulating the development of the NSR need adjustments due to the illegal economic sanctions and the effective declaration by Arctic countries (all of whom are now NATO members) of a policy of 'counteraction against Russia,'” stated Anatoly Shirokov, Senator of the Magadan Region, in the Federation Council.
On November 13, the State Council Commission on the NSR development and the Arctic are going to suggest proposals for updating the Arctic development strategy.
Experts and participants at the forum, held from November 7 to 28 at the Federation Council, State Duma and Chamber of Commerce and Industry (CCI) of the Russian Federation will address issues related to import substitution, transport and northern logistics, ecology, the implementation of federal projects in Siberia and the Arctic, green energy, mineral resources, international cooperation, and the preservation of the native languages and cultures of Indigenous peoples. All these areas directly impact the socio-economic development of Siberian and Arctic regions, as reported by the forum organizers via TASS.
The plenary session Siberia and the Russian Arctic: Territory of Peace, Stability, and Constructive Interaction will be held on November 11 at the CCI congress center and will address the legislative framework and transport priorities for Siberia and the Arctic. On November 12, experts will concentrate on the development of the tourism industry. The results of the concluding National Project "Ecology" and the future of the national project "Environmental Well-being," along with the application of ESG principles in Siberia and the Arctic, will be discussed in a joint session with the State Duma Committee on Ecology, Natural Resources, and Environmental Protection on November 15. Additional sessions planned include "Minerals of Siberia and the Arctic," "Agricultural Achievements and Prospects," and "Transport Priorities of Siberia and the Arctic." On November 25, the session on "Minerals of Siberia and the Arctic" will focus on establishing a registry of "tailing storage facilities" (mining waste repositories) and on legislative development in ecology and subsoil use.
The government is currently developing additional measures for the development of the Arctic zone of the Russian Federation. The State Council Commission on the Development of the NSR and the Arctic is working on the proposals, and a set of issues related to the state strategy in the region.
