The Federal Agency for Sea and Inland Water Transport (Rosmorrechflot), alongside Rosatom State Corporation, intends to create hubs for the accumulation of cargo to reach the Northern Sea Route (NSR). It will also help effectively use the rivers of Ob, Irtysh, Lena and Yenisei in cargo transportation.

The agency manages 63 ports providing cargo traffic of 884 million tons. This production facilities are designed for a cargo flow of 1.3 billion tons.

The situation is that rivers are not fully in operation. Cargo turnover on the river is falling because there are no hubs and no stevedores who have to organise and accumulate cargo. Many companies have received licences, they have deposits, but they do not have or have not yet built logistics. Russian officials say that rivers are practically the only way to deliver goods to hard-to-reach settlements in the north. Their length is more than 100 thousand kilometres. They connect five seas and pass through 60 regions of the country.

The Chairman of the Russian Government and the head of Rosmorrechflot agreed to prepare appropriate programs for the implementation of the project.
