Key Decisions Made at Arctic Development Commission Meeting

 

On October 4, Russian Deputy Prime Minister and Presidential Envoy to the Far Eastern Federal District Yuri Trutnev held a meeting of the State Commission for Arctic Development. During the meeting, important issues related to the Arctic shipbuilding program, the development of key populated areas, and the implementation of northern supply were discussed.

One of the main decisions made was the approval of a long-term Arctic shipbuilding program concept. Within this framework, an authorized person will be appointed to coordinate the construction of the Arctic fleet. The program includes mechanisms to increase capacity for constructing cargo fleets and creating domestic components, which will enhance the competencies of local shipyards in this area.

The project for improving the quality of urban environments in 16 key agglomerations of the Arctic zone, home to over 1.5 million people, was also discussed. Master plans have been developed for these regions, aimed at enhancing the quality of life, attracting investments, and promoting the tourism sector. Long-term socio-economic development plans for key agglomerations until 2035 are currently under review by federal executive authorities.

Additionally, an important measure was adopted for the implementation of northern supply. A list of territories and first-category goods has been approved, enabling regions to introduce price regulation and create strategic reserves. A centralized northern supply planning system has been established, featuring a supporting transport and logistics infrastructure that includes 346 facilities necessary for ensuring uninterrupted supply to northern territories.

A significant step was the decision to implement a pilot project for cargo delivery to Chukotka in 2025, which will be carried out by Rosatom as part of regular cabotage transportation.

Work has also begun on creating a federal state information system for monitoring northern supply, which will automate management processes and integrate planning and control functions for cargo movement.

These decisions are aimed at the comprehensive development of the Arctic zone and improving the quality of life for its residents.
