On November 25, 2024, the first meeting of the Subcommission on Cooperation for the Northern Sea Route under the Russia-China Commission for Preparing Regular Meetings of Heads of Government took place in St. Petersburg.
The subcommission was chaired by Alexey Likhachev, Director General of the State Corporation Rosatom, on the Russian side, and Liu Wei, Minister of Transport of the People's Republic of China, on the Chinese side.
Despite this being the first meeting of the Subcommission, our countries have already reached a number of concrete agreements on navigation safety. We are also making constructive progress on other key issues. I believe we have laid a solid foundation for the Subcommission's future work.

China’s Minister of Transport Liu Wei highlighted that the parties had achieved several important agreements on upcoming joint activities, as reported by the Media Centre of the Atomic Industry.
The decision to establish the Subcommission was announced in May this year, following Vladimir Putin's state visit to China and his meeting with Chinese President Xi Jinping in 2023. On August 21, 2024, a protocol for the creation of the Subcommission was signed to implement the agreements made by the two.
Vladimir Panov, Special Representative of Rosatom for Arctic Development and Executive Secretary of the Subcommission on the Russian side, outlined the key areas of joint activity. These include navigation safety, planning and ensuring increased cargo flow along the Northern Sea Route (NSR), promoting the development of logistics routes, and sharing information on ice conditions, meteorology, and other factors. Both Russia and China have developed significant potential for cooperation on the NSR.
This year, Chinese shipping companies nearly doubled the number of voyages along the route. Additionally, during the St. Petersburg International Economic Forum in June, representatives of Chinese businesses and Rosatom signed a memorandum of intent to establish a joint venture for shipbuilding and the creation of a year-round container shipping line along the NSR between Russian and Chinese ports.
