St. Petersburg State University Supports Russian-Chinese Cooperation in the Arctic

 

St. Petersburg State University has long-standing ties with the Ocean University of China (OUC), which recently celebrated its 100th anniversary in Qingdao, Shandong Province. An Arctic-themed pilot project, initiated in 2011, was officially established in 2018 with a Cooperation Agreement and a Protocol on student and faculty exchanges.

At the invitation of the OUC Institute of International Relations and Public Administration, a Russian delegation consisting of 19 representatives participated in a seminar. This delegation was formed based on proposals from St. Petersburg University and included members from the Northern Forum, the Russian Academy of Sciences, seven universities, and five research institutes. During the two-day seminar, five thematic sections were held: "Humanitarian Exchanges and Cooperation in the Arctic," "Collaboration on Arctic Shipping Routes," "Environmental Protection and Sustainable Development," "Arctic Cooperation and Global Governance," and "Scientific and Technological Innovations and Cooperation in the Arctic." Participants presented 29 reports, engaged in discussions, reviewed remote presentations, and attended a meeting of the Russian-Asian Consortium for Arctic Research (RAKAI). In conclusion, the participants agreed to hold the 14th Russian-Chinese Expert Meeting on Arctic Issues in 2025 at St. Petersburg State University.

During their visit to the Ocean University of China, participants of the 13th Russian-Chinese meeting attended the Global Conference on Ocean Cooperation and Development. Speakers included representatives from leading national institutions and international organizations focused on global ocean issues, such as the Ocean University of China, the UN’s Global-ONCE program, the Food and Agriculture Organization, the Chinese Academy of Sciences, the Institut de France, the University of Hamburg, Heriot-Watt University, and others. At the close of the conference, participants signed the Qingdao 2024 Consensus for Sustainable Ocean Development.

A ceremonial meeting dedicated to the 100th anniversary of the Ocean University of China took place on October 25, 2024, at the Laoshan campus of the university. The university received congratulatory letters from prominent figures, including President Xi Jinping of the People's Republic of China, leaders from the Chinese Communist Party, the Chinese Academy of Sciences, the Chinese Academy of Engineering, the National People's Congress, and the Shandong provincial government, as well as the city of Qingdao. Celebrating their alma mater's anniversary, notable alumni expressed their unwavering support and commitment to furthering the development of the Ocean University of China as a world-class research and educational centre.
